Ukraine talks begin in Miami Truce and air defence agenda
Putin sets conditions for a partial truce
Oct 1
Koshelenko reports from the United States that Ukrainian and US delegations are meeting in Miami, with Umerov and Budanov among the Ukrainian participants and Witkoff and Kushner on the US side. TSN describes a two-day round at Shell Bay concerning air defence, security and a possible temporary ceasefire affecting infrastructure, alongside prospective European and NATO participation. The correspondent recalls the Trump–Zelenskyy UN meeting, presents Putin's earlier partial-truce remarks as rejection, and discusses possible later venues without announcing an agreement. Citing Axios, she says Trump gave his envoys new instructions. Rubio says the war is at a dangerous impasse and contrasts difficult negotiated concessions with escalation; Koshelenko interprets the danger as possible spillover to neighbors and NATO. The talks are underway and their outcome remains open.
Putin defends Russian Black Sea strikes as targeting military cargo and alleges Ukrainian attacks on Russian commercial vessels. Asked about partial maritime and energy restraint, he insists that sanctions on Russian oil shipping, trade and insurance must be considered rather than accepting one-sided limits. He estimates refinery-attack losses at roughly one percent of GDP. These claims and conditions remain attributed; no energy or maritime ceasefire is accepted. In its October 9 Miami report, TSN quotes the same October 1 Valdai grenade remark and interprets Putin as making clear that a ceasefire will not happen. That interpretation is retained alongside the original conditional position and mutual-interest qualifications; it does not replace what Putin's complete exchange says.
